Dear Neighbor,

Your Board of Directors and committee members have been very busy since the last newsletter was published. Here are some of the accomplishments and the plans for future activities:

Hawthorne Ponds Remediation
The project to repair the shorelines facing homes on Hawthorne Pond North and Hawthorne Pond South has been completed. The silt was excavated, a liner was installed and covered with rip-rap, and the landscaping was graded and reseeded. This work was completed for a cost of approximately $40,000.

The Board of Directors has begun discussing plans to perform remediation on Glover Pond and Magnolia Pond. From the report prepared for the Board by Berns, Clancy and Associates, these ponds were determined to be the areas that need attention next. Timing and details will be announced in future newsletters and at Crestlake.org.

Discharge Lines
During the Hawthorne Ponds remediation project, the contractor found that some homeowners have a sump pump or rainwater discharge line draining into the ponds.

The Board determined that each homeowner is responsible for the maintenance and repair of a discharge line that traverses any commons area. Also, should any repairs made to a discharge line by the homeowner require digging up the line, the homeowner is responsible for cleaning the area, planting grass and returning the area to its original condition.

Fireworks
The Board of Directors received two anonymous complaints about fireworks that were launched during the Independence Day weekend. These complaints specifically referred to the late hour that some fireworks were shot off and the trash that littered many yards.

The Board of Directors takes these complaints very seriously.

  • A member of the Board personally met with Champaign County Sheriff Dan Walsh to discuss this matter.
  • Deputy Sheriff Atwood attended the July 11 Board of Directors meeting where this matter was discussed.
  • The Board is compelled to notify all Crestlake residents that launching fireworks from the common areas of Crestlake is strictly forbidden and will not be tolerated.

No illegal activities of any type may be conducted on Crestlake common property. The Board expects all Crestlake residents and guests to comply with this. The legal liability that could result from such activities is something that the Board strives to protect our homeowners from.
 
It must be noted that the Champaign County Sheriff’s Office will not write an official report without the name of the complaining party. If displeased residents really want the Sheriff to act on complaints, they must contact the Sheriff’s Office directly and reveal their identity. If a Crestlake resident was violating the law in any other way, i.e. vandalizing cars, the victims would not place anonymous complaints with the Homeowners’ Association. They would call the Sheriff’s Office.  Since launching fireworks is a violation of an ordinance/law, the reporting process should be handled in the same manner as any other type of criminal violation.

Halloween Parade and Gathering
The Social Committee has begun planning the second annual Halloween Parade and Gathering. Date, time and additional details will be announced in future newsletters and at Crestlake.org. Last year’s event was thoroughly enjoyed by everyone who attended.

Forum at Crestlake.org
Don’t forget to visit the forum at Crestlake.org. You can use it to advertise your garage sale, sell a used item, advertise a service that you offer and ask for advice about a service that you need.

Next Board of Directors Meeting
The next Board meeting is scheduled for Thursday, September 11 at 7 PM. It will be held at the ESDA Building, 201 N. Second St. A few days before the meeting, signs will be displayed throughout Crestlake and the agenda will be posted at Crestlake.org. We look forward to seeing you there.
